I have Aika (Skies of Arcadia) and OC pictures to submit, but - while those folders certainly exist - they're blocked-off from members.
Just wanted to apologize for submitting my Kika's stamp in the wrong folder, was doing something else at the same time and completely forgot to choose the right folder 
By the way, I saw there's a folder for OCs, but the folder does not appear in the list of folders choice when submitting, is it normal?

Actually..yes,it is.
It happens mostly with new members but if you're a long-time member, I honestly don't know what to tell you.
